Adds Section 15-27-2.1 to Alabama Code to allow persons charged or adjudicated as youthful offenders to petition the circuit court in their county to expunge their criminal records once they are no longer eligible for youthful offender status.

Prohibits expungement of criminal records for youthful offenders adjudicated of violent offenses under Section 12-25-32, sex offenses under Section 15-20A-5, or driving under the influence under Section 32-5A-191.

Requires youthful offenders petitioning for expungement to comply with all other applicable procedures and requirements in the chapter governing criminal record expungement.

Takes effect on the first day of the third month following passage and Governor approval.
