Deletes the minimum base allocation provision that guaranteed each soil and water conservation district one percent of available funds from the Agricultural and Conservation Development Commission.

Requires the commission to consider soil and water conservation needs, reforestation needs, highly erosive areas, and water pollution problems when allocating funds to the 67 state soil and water conservation districts.

Maintains the three-step allocation process: original allocation at the beginning of each fiscal year, reversion of unobligated funds by March 1, and reallocation of reverted funds based on district requests.

Keeps the reserve fund limit at $10,000 per program year to address contingencies in districts or within the commission.

Becomes effective immediately upon passage and gubernatorial approval.
