SB200 Summary

• Amends Alabama's Prescription Drug Monitoring Program (PDMP) by revising definitions in Code of Alabama 1975, Sections 20-2-211, 20-2-212, 20-2-214, and 20-2-215.

• Creates an Information Release Review Committee to approve the release or publication of de-identified aggregate statewide and regional health information for statistical, research, or educational purposes.

• Establishes the review committee with five members: one licensed physician (State Board of Medical Examiners), one licensed dentist (State Board of Dental Examiners), one licensed pharmacist (State Board of Pharmacy), and two representatives experienced in medical informatics or clinical research (one appointed by State Health Officer, one by Attorney General).

• Requires all released information to be de-identified in compliance with 45 C.F.R. §164.514(b)(2) and released only pursuant to written data use agreements between requesting parties and the department.

• Becomes effective on the first day of the third month following passage and Governor approval.
