SB204 Summary

• Authorizes Class 4, 5, 6, 7, or 8 municipalities with mayor-council government to adopt council-manager form with councils of either 5 or 7 members (mayor at-large plus 4 or 6 council members).

• Allows council members to be elected at-large or from single-member districts as determined by municipal resolution.

• Municipalities with existing single-member districts must continue that system when adopting council-manager form, with either 4 or 6 district-based council members.

• Establishes mayor pro tempore position elected by council majority in municipalities organized under the new provision and Class 6 cities with 9-member councils; mayor pro tempore fills mayoral vacancies.

• Council fills non-mayoral vacancies by majority vote of elected members in municipalities under the new provision; becomes effective on the first day of the third month following passage and gubernatorial approval.
