Governor must immediately call a special election to fill any vacant state legislative seat, with the election to occur no later than 62 days after the vacancy occurs.

Party candidates must file declarations of candidacy with the state party chair by 5:00 p.m. 52 days before the election, and the party chair must certify their names to the Secretary of State by 5:00 p.m. 47 days before the election.

Independent candidates must file a written petition signed by qualified electors equal to or exceeding 2 percent of those who voted for Governor in the last general election in their district, no later than 5:00 p.m. 47 days before the election.

All legally qualified candidates from both parties and independent candidates appear on the same ballot, and the candidate receiving the most votes wins the election.

The Secretary of State must certify all legally qualified candidates to county judges of probate at least 40 days before the election and may adopt rules to implement these provisions; the act becomes effective January 1, 2019.
