SB217 Summary

• Amends Section 36-7-21 of the Alabama Code to require written authorization from an agency head (rather than the Governor) for state employee travel reimbursement, except for Legislative, Judicial, higher education, and Agriculture departments.

• In-state travel for conventions, conferences, seminars, or meetings of state, regional, or national organizations must meet the same documentation requirements as out-of-state travel and requires agency head certification that the travel is necessary.

• For in-state travel, the agency head must certify in writing that the traveler is attending or assisting with a qualifying meeting and that the State of Alabama or traveler holds dues-paying membership in the organization.

• Requires agency heads seeking reimbursement for their own travel to obtain prior written authorization from the Governor, with the Finance Director authorized to establish policies and procedures for determining travel authorization and reimbursability.

• Becomes effective immediately upon passage and gubernatorial approval.
