SB222 Summary

• Continues the existence and functioning of the State Pilotage Commission under Alabama Sunset Law until October 1, 2020, with code sections 33-4-1 to 33-4-57 expressly preserved.

• Authorizes the Governor to appoint an additional nonvoting advisory member to the commission from a list of nominations provided by the Chair of the Alabama State Port Authority.

• Specifies that the advisory commissioner serves without reimbursement for expenses and receives no commissioner's fees, notwithstanding provisions in section 33-4-3.

• Maintains the three voting members of the commission: one official from a steamship company with a Mobile office, one active bar pilot licensed by the commission, and one person engaged in a profession licensed by the State of Alabama.

• Requires commission membership to be inclusive and reflect racial, gender, geographic, urban/rural, and economic diversity of the state; establishes a quorum of two voting members for conducting business.
