Amends Section 13A-11-72 of the Alabama Code to prohibit firearm ownership, possession, or control by persons convicted of felony or misdemeanor offenses who receive additional penalties under Section 13A-5-13 for crimes motivated by victim's race, national origin, ethnicity, or physical or mental disability.

Adds hate crime-motivated offense convictions to the existing list of disqualifying factors for firearm possession, which previously included violent crime convictions, domestic violence convictions, and individuals of unsound mind.

Maintains all existing exceptions for law enforcement officers, school security personnel, school resource officers with pistol permits, and minors under specified circumstances such as hunting, firearms safety courses, or self-defense in residences.

Becomes effective on the first day of the third month following passage and approval by the Governor, or upon otherwise becoming law.
