Prohibits the Board of Trustees of Alabama State University from engaging in activities that interfere with the day-to-day operation of the university.

Establishes that the primary responsibility of the Board of Trustees is to set university policy and prescribe rates of tuition and fees.

Grants the Board of Trustees authority to appoint or remove the university president for cause, with salary fixed by the board.

Authorizes the president to appoint faculty and other personnel, remove such personnel, and define their authority and duties.

Requires the president to regulate the university's organization and prescribe courses of instruction within academic programs approved by the board, subject to board review and concurrence.

Becomes effective on the first day of the third month following passage and approval by the Governor.
