• Requires the Governor to transmit a copy of the four-year strategic plan in electronic format to each member of the Legislature.

• Directs the Governor to post the four-year strategic plan on the Governor's website.

• Amends Section 41-19-3 of the Code of Alabama 1975, which establishes the state budgeting and financial management system.

• The four-year strategic plan must be presented prior to the first day of the second regular legislative session of each term and include program, long-range revenue and expenditure plans, infrastructure improvements, and recommended cost reduction steps.

• Takes effect immediately upon passage and approval by the Governor.
