• Repeals statutory controlled substances schedules found in Code of Alabama Sections 20-2-23, 20-2-25, 20-2-27, 20-2-29, and 20-2-31.

• Establishes the State Board of Health's Controlled Substances List (Appendix to Chapter 420-7-2 of Alabama Administrative Code) as the official list of scheduled controlled substances.

• Authorizes the State Board of Health to add, delete, or reschedule substances by rule, considering eight specified criteria including abuse potential, pharmacological effects, scientific knowledge, and public health risk.

• Requires the State Board to revise and republish schedules annually or more frequently as determined by the board.

• Maintains automatic alignment with federal controlled substance designations, rescheduling, or deletions within 30 days of federal publication, unless the State Board objects and holds a hearing.
