• Renames "alarm system installer" to "system installer" and expands the definition to include installation, service, or monitoring of alarm systems, CCTV systems, electronic access control systems, or mechanical locking systems.

• Clarifies the definition of "locksmith" to include specific activities such as repairs, rebuilds, rekeying, installation of locks, and creating high-security keys, with exemptions for duplicate key makers and those without public advertising.

• Authorizes the Alabama Electronic Security Board of Licensure and its committees to conduct meetings via video conference, with at least three board members physically present required for official business and a majority of committee members physically present for committee decisions.

• Creates Class A misdemeanor criminal penalties for advertising alarm or locksmith services without an active license, practicing while on state or federal probation or parole without notifying the board, and performing unsolicited sales or installations at homes of persons age 60 or older or lacking mental capacity without waiting a minimum of four business days.

• Effective the first day of the third month following passage and approval by the Governor.
