Authorizes sale of alcoholic beverages for off-premises consumption after 1:00 p.m. on Sundays within Union Springs city limits by properly licensed retail licensees, subject to referendum approval.

Requires City Council of Union Springs to hold a referendum at the next general election to determine if Sunday afternoon alcohol sales should be permitted.

City bears all costs of the referendum; authorization takes effect only if a majority of voting electors approve the question.

Prohibits a second or subsequent referendum on this issue within 12 months following a failed referendum.

Becomes effective immediately upon passage and gubernatorial approval.
