Amends Section 71 of the Alabama Constitution of 1901 to allow the general appropriation bill to include appropriations for ordinary expenses of public postsecondary education and public institutions of higher education.

Previously, courts interpreted the constitution to restrict the general appropriation bill to only executive, legislative, and judicial departments, public debt interest, and public schools.

Terminates all existing dedications of taxes and revenues for special purposes effective October 1, 2019, with funds redirected to the State General Fund.

Requires a statewide referendum approved by a majority of qualified electors voting in accordance with constitutional provisions for amendments.

Election officials must assign a ballot number and present the amendment description with yes/no voting options on the election ballot.
