AL SB312

Creates the Military Family Jobs Opportunity Act requiring professional licensing boards in Alabama to adopt rules recognizing professional licenses and certificates obtained by military spouses in other states if the issuing state's standards are greater than or substantially similar to Alabama's standards.

Requires each professional licensing board to establish a procedure for issuing temporary licenses or certificates valid for at least 180 days to eligible individuals whose out-of-state licenses do not meet Alabama's requirements, allowing them to work while completing state-specific requirements.

Defines eligible individuals as spouses (including surviving spouses) of active duty, reserve, or transitioning military members stationed in Alabama under official orders who have not committed acts warranting license denial and are not under disciplinary investigation.

Mandates all professional licensing boards adopt implementing rules by January 1, 2019, and waive initial licensing fees for eligible individuals, with fee waiver applications processed within 30 days.

Excludes the practice of law and attorney regulation from this section's requirements and becomes effective immediately upon passage.
