SB33 Summary

• Revises membership of the Permanent Joint Legislative Committee on Energy Policy by reducing House representatives from five to four members and eliminating the House Government Appropriations Committee Chair and Senate Finance and Taxation Committee Chair positions.

• Removes the requirement that the committee develop a comprehensive Alabama Energy Plan and instead directs it to conduct a continuing study and make recommendations to the Governor and Legislature on energy policy matters.

• Deletes authorization for the committee to create and staff a separate Legislative Energy Policy Office, though allows the committee to employ a director and staff if deemed necessary.

• Increases the minimum meeting frequency from once every four months to once every six months and allows committee members to participate via telephone or video conference with a majority physically present.

• Authorizes the committee to form advisory subcommittees as needed, including eight specific subcommittees focused on biofuels, efficiency, environmental issues, infrastructure, renewable power, research and development, technology and communications, and incentives.
