Amends Section 45-36-162 of the Code of Alabama 1975 to redistribute Tennessee Valley Authority in-lieu-of-tax payments received by Jackson County.

Establishes ongoing appropriations from TVA payments including: 1% to Jackson County Economic Development Fund (up to $1,000,000 balance), $145,000 to Hospital Board for ambulance service, $35,000 to Scottsboro-Jackson County Rescue Squad, $105,000 to Jackson County Economic Development Authority, $40,000 to Greater Jackson County Chamber of Commerce, and $7,500 annually to each volunteer fire department.

Creates distribution formula for remaining TVA payments starting October 1, 2016: 2% for legislative office operations, 2% to Jackson County EDA, 36% to public schools on per-pupil basis, 29.5% to incorporated municipalities on population basis, and 30.5% to county general fund.

Redistributes existing Jackson County Legislative Delegation Critical Needs Fund balance totaling approximately $1,028,353.43 to 16 specific recipients including school technology, libraries, senior services, workforce development, and community organizations.

Closes the Jackson County Legislative Delegation Critical Needs Fund upon completion of distributions, with any remaining funds transferred to the Legislative Delegation Office operating account; effective immediately upon passage and approval.
