• Alabama State Law Enforcement Agency shall create the Voluntary Alabama Firearms Do Not Sell List within one year to prohibit firearm sales to individuals who voluntarily register themselves on the list.

• Agency must develop a secure Internet-based platform allowing any U.S. person to self-register, verify identity, protect personal information, and inform registrants of legal effects of registration.

• Registered individuals can designate personal contacts to receive email notifications when they add their name to the list or request removal, with a 21-day waiting period before removal takes effect.

• Selling or transferring a firearm to someone registered on the list is subject to civil penalties up to $5,000, with penalties used for law enforcement purposes.

• It is unlawful to inquire about or take adverse action against an individual based on their registration status for employment, education, housing, insurance, benefits, contracting, or health care purposes; violations can be addressed through private civil action with attorney's fees recoverable.
