SB4 Summary

• Requires non-volunteer fire departments with paid firefighters on duty 8+ hours per day to install diesel exhaust systems in fire station buildings or on each diesel fire apparatus within 5-7.5 years of the effective date.

• Allows four types of diesel exhaust systems: dilution ventilation systems, local tailpipe capture systems, multistage air filtration systems, or vehicle-mounted filtration systems.

• Mandates that existing fire stations install door closure devices and weather stripping between apparatus bays and living quarters within 5 years to prevent diesel exhaust exposure.

• Requires all new fire station construction to incorporate diesel exhaust systems in the design, or install within 5 years if construction began before the effective date.

• Requires a 2/3 legislative vote to become effective for local entities, unless the local entity approves it or the Legislature appropriates funds or provides revenue sources to comply.
