SB43 Summary

• Grants the chair or president of a political subdivision authority to execute a resolution declaring emergency conditions on behalf of the governing body when the Governor or Legislature has declared a state of emergency.

• Expands the Alabama Disaster Recovery Program to provide financial assistance to individuals and private nonprofit facilities for emergency protective measures following certain disasters, in addition to existing county and municipality assistance.

• Requires the Alabama Disaster Recovery Program Committee to develop and adopt rules establishing eligibility criteria, application processes, and procedures for providing assistance to individuals and nonprofit facilities within 90 days of a funding source being enacted.

• Clarifies that recovery fund distributions may be used for state emergency response and relief efforts as determined appropriate by the committee, and allows recovery funds to be used as federal matching funds under specified circumstances.

• Becomes effective immediately upon passage and approval by the Governor.
