Amends Section 32-5A-80 of the Alabama Code to require motor vehicles on roadways with four or more lanes providing two-way traffic to travel in the right lane except when passing other vehicles.

On four-lane roadways, vehicles may not travel in the leftmost lane to pass for more than two miles unless traffic conditions prevent returning to the right lane; this restriction does not apply if traffic does not allow passing and returning.

On roadways with more than four lanes, vehicles may not use the leftmost lane unless passing another vehicle, with the same two-mile limitation and exception for traffic conditions.

Establishes exceptions allowing use of the leftmost lane for safety hazards, construction zones, left interstate exits, high-occupancy vehicle lanes, and emergency vehicle maneuvers under the Alabama Move Over Act.

Violation of these lane restrictions is punishable by a $250 fine; the act becomes effective on the first day of the third month following passage and approval by the Governor.
