Amends Alabama Code Section 9-11-433 to authorize the issuance of lifetime migratory waterfowl stamps in addition to existing annual stamps, which currently cost $10 per hunting season.

Establishes lifetime waterfowl stamp fees based on age: $130 for persons under 2 years or age 50 and above; $170 for ages 2-11; $210 for ages 12-49.

Authorizes the Department of Conservation and Natural Resources to adjust lifetime stamp fees (with commissioner approval) and annual stamp fees based on Consumer Price Index increases, using the same adjustment method as other hunting and fishing licenses.

Allows judges of probate, issuing officers, and authorized license agents to collect and retain a $1 issuance fee per stamp sold, with distribution to county treasuries for salaried officers.

Takes effect immediately upon passage and approval by the Governor.
