Commends Colonel William R. Bass for extraordinary service to the Civil Air Patrol spanning nearly seven decades since July 1949.

Recognizes Bass's extensive leadership roles including cadet commander positions in Florida and Michigan, Group Six Director of Cadets, Deputy for Cadets at Florida Wing, and commander of Alabama Wing.

Acknowledges his parallel military service as a naval reservist for eight years and three years of active duty, including work on the Apollo Program and Saturn-to-Shuttle conversion at Kennedy Space Center.

Highlights his 24 ribbon awards including Distinguished Service Medal, Exceptional Service, Meritorious Service medals, and selection as Alabama Wing Senior Member of the Year (2013) and Southeast Region Senior Member of the Year (2013).

Declares Colonel Bass a 50-year member of Civil Air Patrol and inducts him into Alabama Wing's Hall of Honor as a Legacy Member.
