Amends and readopts Act 2017-63 to continue the Joint Legislative Task Force on Budget Reform, which examines state budgeting processes and recommends long-term budget and tax system reforms.

Task force comprises 14 members: 6 senators (Greg Albritton, Clyde Chambliss, Linda Coleman-Madison, Bill Hightower, Bill Holtzclaw, Bobby Singleton, Phil Williams) and 8 representatives (Anthony Daniels, Allen Farley, Danny Garrett, John Knight, Chris Pringle, Kyle South, Rich Wingo).

Task force shall evaluate and recommend changes including: adjustments to Education Trust Fund and General Fund budgeting, increased state entity performance reviews, unearmarking funds for greater legislative oversight, reviewing tax credits and exemptions resulting in $4.5 billion in lost revenue, and identifying tax relief options for Alabama families.

Task force must report findings and recommendations to the Legislature by the 15th legislative day of the 2019 Regular Session, at which point it shall be dissolved.

Members receive regular legislative compensation, per diem, and travel expenses for task force meeting attendance, paid from legislative appropriations.
