Designates a 2-mile portion of Alabama Highway 223 in Bullock County from Mile Marker 19 to Mile Marker 21 as the Matthew Cox Blue Memorial Highway.

Commemorates Matthew Cox Blue, who died in an automobile crash on June 26, 1999, at age 17.

Recognizes Matthew's academic achievements including scholar bowl competition, senior class treasurer position, S.G.A. Vice President, Beta Club Vice President, Hugh O'Brian Leadership Award, and Boys' State selection.

Honors his athletic participation in football, basketball, baseball, and golf, and his community service through Boy Scouts, First Baptist Church youth group, praise band, and mission work.

Directs appropriate officials to place and maintain signs or markers identifying the designated memorial highway.
