SJR58 Summary

• Amends and readopts Act 2017-63 to continue the Joint Legislative Task Force on Budget Reform, which examines state budgeting structure and makes recommendations for long-term budget and tax system reforms.

• Establishes a 14-member task force composed of 6 senators (3 Republican, 3 Democratic) and 8 representatives (6 Republican, 2 Democratic), with vacancies filled by the Speaker of the House or Senate President Pro Tempore.

• Task force shall evaluate and recommend changes including adjustments to Education Trust Fund and General Fund budgeting, state entity performance reviews, unearmarking funds for greater legislative oversight, and reviewing state tax credits and exemptions that result in approximately $4.5 billion in annual revenue loss.

• Task force shall identify areas to provide tax relief to Alabama families without significantly impacting state budgets and report findings and recommendations to the Legislature by the 15th legislative day of the 2019 Regular Session.

• Members receive regular legislative compensation, per diem, and travel expenses according to Amendment 871 of the Alabama Constitution, paid from funds appropriated to the Legislature.
