Appropriates $11,501,562 from the Education Trust Fund to Tuskegee University for fiscal year ending September 30, 2020, to support and maintain the institution's educational program.

Requires at least $2,000,000 of the appropriation to be expended for agricultural research and extension service state match.

Mandates Tuskegee University submit an operations plan with measurable performance indicators and an audited financial statement for fiscal year 2018 prior to fund release by the Director of Finance.

Requires quarterly reports comparing actual expenditures and accomplishments to planned amounts, and an end-of-year performance report detailing work accomplished, services provided, and program effectiveness measures.

Becomes effective October 1, 2019.
