• Requires submission of an operations plan for fiscal year 2020 with goals and measurable performance indicators, approved by the Director of Finance, before funds are released.

• Requires submission of an audited financial statement for fiscal year 2018 before funds are released.

• Requires quarterly reports comparing actual to planned expenditures and accomplishments, plus an end-of-year performance report detailing work accomplished, services provided, and program effectiveness measures; Director of Finance must forward all reports to the Legislative Council.

• Becomes effective October 1, 2019.
