Appropriates $927,147 from the Education Trust Fund to Talladega College in Talladega, Alabama for support and maintenance of the educational program for fiscal year ending September 30, 2020.

Appropriation is subject to the Budget and Financial Control Act and The Budget Management Act of 1976 under Code of Alabama 1975.

Requires submission of an operations plan for fiscal year 2020 with goals and measurable performance indicators, approved by the Director of Finance, prior to fund release.

Requires submission of an audited financial statement for fiscal year 2018 operations prior to fund release.

Requires quarterly reports to the Director of Finance comparing actual expenditures and accomplishments to planned amounts, and an end of year performance report detailing work accomplished, services provided, and program effectiveness measures.
