Prohibits individuals from photographing another voter's ballot or revealing its contents to anyone except those lawfully assisting the voter at any state, county, or municipal polling place.

Establishes violation as a Class C misdemeanor offense.

Allows voters to photograph and post their own ballot on the Internet or other electronic media without penalty, and permits retransmission of such self-posted images without violating the law.

Becomes effective on the first day of the third month following passage and approval by the Governor.

Exempted from Amendment 621 constitutional requirements because the bill defines a new crime rather than imposing unfunded mandates on local governments.
