Allows qualified voters with a permanent disability preventing attendance at polls to vote by absentee ballot on an ongoing basis.

Requires the Secretary of State to adopt rules establishing an application procedure for permanently disabled voters, with application forms signed and notarized by the voter's primary physician.

Mandates rules include procedures for verifying voter identity and permanent disability status, annual reapplication to the absentee ballot manager, and automatic mailing of ballots before each election to qualified voters.

Becomes effective on the first day of the third month following passage and approval by the Governor.
