Amends Section 45-37-249.08 of the Code of Alabama 1975 to establish a new grants program for Jefferson County using sales tax proceeds.

Creates a seventh funding priority allocating up to $500,000 per fiscal year to awards by the Jefferson County Commission as grants to nonprofit or charitable organizations serving Jefferson County residents in children's services, health, elderly care, and education.

Requires the Commission to adopt rules establishing procedures for grant applications, selection criteria, fair distribution methods, and annual reporting on all grants awarded.

Limits individual grants to a maximum of $10,000 per nonprofit or charitable organization and requires annual reports posted in county courthouses, office buildings, and on the county website.

Becomes effective on the first day of the third month following passage and approval by the Governor.
