Increases the fine for attorneys who give or promise valuable consideration to encourage someone to bring an action against another person from $1,000 to $10,000.

Increases the maximum imprisonment term for the same offense from six months to one year.

Applies the increased penalties to attorneys who employ others to search for or procure clients.

Applies identical penalty increases to persons who receive compensation from attorneys for seeking out or procuring clients.

Becomes effective on the first day of the third month following passage and approval by the Governor.
