State Board of Education must review and approve all rules relating to student participation eligibility before a high school athletic organization can enforce, amend, or adopt them.

At least 25 percent of the governing body membership of any high school athletic organization must consist of individuals appointed by the State Superintendent of Education or State Board of Education, effective January 1, 2020.

Applies to high school athletic organizations operating in the state that receive public funds, whose member institutions use public facilities, or whose employees participate in Alabama Retirement Systems.

Department of Examiners of Public Accounts must audit athletic organizations in the same manner as state agencies.

Act becomes effective on the first day of the third month following passage and approval by the Governor.
