Requires each certified volunteer fire department in Talladega County and any association of volunteer fire departments receiving or disbursing state or local public funds to file a monthly financial statement with the county commission.

Financial statements must show all receipts and disbursements and be filed by the 10th day of the month following any month during which funds are received or disbursed.

All filed financial statements are public records available for inspection and copying by any person.

Volunteer fire departments failing to comply may not receive any additional funds or support from the county or county revenue sources until achieving full compliance.

Non-compliant associations of volunteer fire departments may not receive or disburse county funds, with the county commission assuming all receipt and disbursement duties in such cases.
