HB211 Summary

• Amends Alabama Code Section 36-21-2 to define a "work day" for subsistence pay purposes as working four or more hours within a consecutive 24-hour period, effective October 1, 2019.

• Law enforcement officers employed by specified state agencies (including State Law Enforcement Agency, Department of Corrections, Department of Conservation and Natural Resources, Alabama Alcoholic Beverage Control Board, and others) receive $12 per working day subsistence allowance.

• Subsistence allowance is tax-exempt under state and federal law and is provided in addition to all other compensation, expenses, and allowances.

• Establishes special phased-in rates for State Port Authority law enforcement officers: $6 per day through September 2006, $9 per day through September 2007, then the standard $12 per day thereafter.

• Specifies that certain agencies pay subsistence allowances from dedicated funds rather than General Fund appropriations (Criminal Justice Information Center from Special Revenue Fund, Peace Officers' Standards and Training Commission from its own fund, Securities Commission from its fund).
