HB213 Summary

• Amends Alabama Code Section 17-5-8 to require daily reporting of campaign contributions and expenditures on the 8th, 7th, 6th, 5th, 4th, 3rd, and 2nd day before legislative, state school board, or statewide elections if any committee receives or spends $5,000 or more on that day.

• Changes the filing deadline for the second day before an election from 12:01 p.m. to 11:59 p.m. to allow additional time for campaign finance reporting.

• Requires mandatory electronic filing of all contributions and expenditures beginning with the 2014 election cycle, with exceptions for campaigns receiving $5,000 or less per election cycle, which may file by paper or facsimile.

• Maintains existing monthly reporting requirements (not later than the second business day of the subsequent month) and weekly reporting requirements (by Monday of each succeeding week for the four weeks before an election).

• Effective date is the first day of the third month following passage and approval by the Governor.
