HB220 Summary

• Amends Section 13A-6-3 of the Alabama Code to add a new form of manslaughter: selling, furnishing, giving away, delivering, or distributing a controlled substance in violation of law when the recipient dies as a proximate result of using that substance.

• Maintains manslaughter as a Class B felony classification for this newly defined offense.

• Becomes effective on the first day of the third month following passage and gubernatorial approval or otherwise becoming law.

• Exempts the bill from local funding requirements under Amendment 621 of the Alabama Constitution because it defines a new crime or amends the definition of an existing crime.
