HB222 Summary

• Amends Alabama Code sections 32-8-2, 32-8-3, and 32-8-34 to add "title service providers" as a defined category of designated agents authorized to perform motor vehicle title duties on behalf of dealers, lienholders, and other designated persons.

• Authorizes the Department of Revenue to revoke the authority of a title service provider to act as an agent if the provider fails to faithfully perform duties or is convicted of felony violations related to motor vehicle or Title 40 statutes.

• Requires each title service provider to obtain a corporate surety bond with a state-authorized surety in a sum specified in Section 40-12-398, conditioned on faithful performance of duties under the motor vehicle chapter.

• Allows designated agents (dealers and other appointed persons) to perform their duties either personally, through officers or employees, or through a title service provider.

• Effective October 1, 2019.
