HB230 Summary

• Amends Section 32-5B-4 of the Code of Alabama 1975 to require all occupants of passenger cars to have safety belts fastened while the vehicle is in motion, expanding current law that applies only to front seat occupants.

• Excludes from the requirement: children under 15 covered by child passenger restraint laws, persons with medical exemptions from a licensed physician, rural postal carriers performing duties, newspaper/mail delivery drivers and passengers, passengers in pre-1965 vehicles, and passengers in vehicles that normally operate in reverse.

• Denominates the act as the Roderic Deshaun Scott Seat Belt Safety Act.

• Becomes effective on the first day of the third month following passage and gubernatorial approval.

• Exempts the bill from Constitutional Amendment 621 requirements regarding local fund expenditures because it defines a new crime or amends the definition of an existing crime.
