Amends Section 17-4-30 of the Alabama Code to change the voter registration database update cycle from January of every fourth year beginning in 1997 to February 2021 and every fourth year thereafter.

Requires the Secretary of State to use multiple sources including the U.S. Postal Service, Alabama State Law Enforcement Agency, state photo voter identification database, and federally approved sources to identify voters whose addresses may have changed.

Establishes procedures for boards of registrars to notify voters of address changes within 90 days of receiving information, with different notice requirements depending on whether the voter moved within the same jurisdiction or to a different jurisdiction.

Requires voters who do not respond to address confirmation notices to complete a voter registration update form before voting during the period ending the day after the second federal election following the notice, or they may cast a provisional ballot at their new polling place on election day.

Allows the Secretary of State to adopt rules to implement the section in accordance with federal election laws; establishes an effective date of February 1, 2021.
