Amends Section 20-2-25 of the Alabama Code to add Tianeptine and its chemical derivatives, salts, and preparations to Schedule II of the controlled substances list.

Makes possession, distribution, and trafficking of Tianeptine compounds unlawful and subjects violators to criminal penalties for distribution.

Allows for future legal possession and use of Tianeptine by medical prescription if the substance is approved for human medical use by the FDA.

Establishes that the bill defines a new crime and is exempt from Amendment 621 constitutional requirements regarding local government expenditures.

Becomes effective on the first day of the third month following passage and gubernatorial approval.
