Proposes a constitutional amendment to Shelby County establishing a "Sheriff's Discretionary Fund" in the county treasury for prisoner feeding allowances received by the sheriff.

Requires all allowances or amounts received by the Shelby County Sheriff for feeding prisoners to be deposited in the separate account and used primarily for feeding prisoners in the county jail.

Authorizes excess funds in the Discretionary Fund to be used by the sheriff at his or her discretion only for law enforcement purposes, with the sheriff receiving no personal entitlement to any portion.

Allows unused funds in the Discretionary Fund to carry over year to year and exempts the sheriff from competitive bid law requirements for purchasing food or supplies for prisoner feeding.

Requires a local election to be held on the proposed amendment in accordance with Sections 284 and 284.01 of the Alabama Constitution and state election laws.
