• Self-sustaining state professional licensing boards, agencies, and commissions must publish expenditures including contracts and grants on their own websites in electronically searchable format.

• Published expenditure information must include the amount, date, payor, and payee of all expenditures, with listings organized by object of expense and class/item levels where available.

• Licensing boards may withhold payee addresses from public access but must disclose the county where the payee is located, and may protect information identified as confidential.

• The Alabama Department of Finance must prominently link to each licensing board's expenditure information on the State of Alabama's public homepage, with boards also required to include prominent links on their own homepages.

• Personal and professional service contracts entered into by licensing boards become subject to review by the Contract Review Permanent Legislative Oversight Committee using the same process applied to state department contracts.
