• Self-sustaining state professional licensing boards, agencies, and commissions must publish expenditures on their own public websites instead of the Comptroller's searchable database.

• Published expenditures must include amount, date, payor, and payee information, organized by expense object with links to warrant or check register level and class/item levels where available.

• Licensing boards may restrict public access to payee addresses (except county location), confidential information, and vendor pricing claimed confidential through written notice and board hearing process based on reasonableness standard.

• The Alabama Department of Finance must prominently link to each licensing board's expenditure information on the State of Alabama public home page, and each board's website must include a prominent link to its expenditure data.

• The act becomes effective on the first day of the third month following passage and approval by the Governor.
