• Establishes a three-tiered notice system for unpaid tolls: First Toll Invoice Notice (up to $5 administrative fee), Second Toll Invoice Notice (up to $50 administrative fee), and Failure to Pay a Toll Citation (up to $100 administrative fee), with 30-day payment periods between each notice.

• Authorizes non-renewal of vehicle registration for failure to pay toll violations and associated administrative fees, with at least 10 calendar days' advance notice and appeal procedures available in district court.

• Allows driver's license suspension and vehicle registration suspension upon judgment in civil court for unpaid tolls, with reciprocal enforcement across state lines when agreements exist.

• Enables the Department of Transportation or toll authority to enter into reciprocal agreements with other states or jurisdictions for mutual enforcement of toll violations and suspension of driving privileges and vehicle registration.

• Effective January 1, 2024; amends Alabama Code Sections 23-2-167, 23-2-168, 23-2-169, 23-2-172, 23-2-173, and 23-2-175 regarding the Electronic Toll Collection Act.
