Prohibits unlawful employment discrimination in hiring, promotion, discipline, or termination of state employees and prospective state employees based on race, color, religion, national origin, ethnicity, sex, sexual orientation, gender identity or expression, disability, or age.

Allows discriminated state employees or prospective employees to file complaints with the State Personnel Department, which may adopt implementing rules under the Administrative Procedure Act.

Bars state employees and prospective employees from pursuing private lawsuits or seeking civil damages, penalties, or other liability against the state or state employees for violations of this act.

Becomes effective on the first day of the third month following passage and approval by the Governor, or upon otherwise becoming law.
