HB286 Summary

• Allows Class 4, 5, 6, 7, or 8 municipalities to adopt a council-manager form of government through council resolution after a petition for such change is certified by the probate judge.

• Permits municipalities to structure their council as either five or seven members, composed of a mayor elected at large and either four or six council members elected at-large or from single-member districts.

• Changes the effective date for adoption of council-manager government from the first Monday in October to the first Monday in November following the next municipal election held during a general municipal election year.

• Requires the ballot question to clearly indicate the composition of the mayor and council if the council-manager form of government is adopted.

• Became effective immediately upon passage by the House on April 25, 2019, and Senate on May 28, 2019.
