• Creates the Women's Tribute Statue Commission to fund, commission, and place commemorative statues of Rosa Parks and Helen Keller on the Alabama State Capitol grounds.

• Rosa Parks statue shall be placed on the West front of the Capitol facing Bainbridge Street; Helen Keller statue shall be placed in an accessible and touchable location for individuals with disabilities.

• Commission consists of seven members appointed by the Governor (3), President Pro Tempore of the Senate (2), and Speaker of the House (2), with representation from arts, disabilities, and civil rights areas.

• Public and private funds, including in-kind services, may be used to commission and place the statues.
