Adds Section 36-25-1.3 to the Code of Alabama 1975 to exempt economic development professionals from the definition of "lobbyist" unless they seek legislative incentives beyond current statutory or constitutional authorization.

Defines an economic development professional as an individual advancing specific, good faith economic development or trade promotion projects for a business, chamber of commerce, nonprofit economic development organization, city, county, political subdivision, or governmental corporation or authority in Alabama.

Excludes elected officials, legislators, and former legislators within two years of the end of their elected term from the definition of economic development professional.

Does not apply to any person otherwise required to register as a lobbyist under existing law.

Becomes effective immediately upon passage and approval by the Governor or upon becoming law without gubernatorial action.
